Missouri Gov. Mike Kehoe signs Executive Order 26-18 Wednesday, establishing new statewide safeguards governing the use of automated license plate reader technology by state agencies and state-funded local law enforcement organizations.
The order targets Automated License Plate Reader, or ALPR, systems, including Flock Safety cameras used by law enforcement agencies to automatically capture license plate and vehicle information as motorists travel on public roads.
Kehoe said the restrictions are intended to preserve ALPR technology as a law enforcement tool while addressing concerns about the collection, use and storage of information showing where vehicles have traveled.
The order does not place every Missouri local law enforcement agency under identical requirements.
While it directs DPS to establish safeguards for state agencies and state-funded local law enforcement entities, other local agencies are being encouraged to voluntarily adopt the standards where their existing contracts and applicable law allow.
